Any ink cartridges can be refilled but only a few times each because the head wears down and it comes to a point where the cartridge will not work even when full.

Definitely not. Most can be refilled, but some cartridges which contain actual ';chips'; can be very problematic. There are definitely some Epson cartridges which are impossible to refill, and I believe certain Lexmark and Dell cartridges can also be very difficult. It's honestly much safer and easier to just buy professionally remanufactured ink cartridges instead of trying to do it yourself.
