Check their guarantee. A good place will offer a good guarantee. For HP cartridges, they should cost you between 12 and 23 dollars for a black and around 14 to 26 for color, unless you use a refill while you wait service.

YES, I buy ink cartridges off of ebay all the time and have never had any problem with them. The seller/sellers I use guarantee the refils to be as good as the new ones......and so far after about 60 of them they have been. They are less than 25% the cost of new ones.
Just make sure they are reputable and guarantee them.
I tried refilling them myself and it was too messy so I just buy them now.
Because of the way ink cartridges work, using refills is always a risk and it can void your warranty. There are plenty of brand new compatible cartridges out there which are about the same price as refills without the risk. I get mine here

Yes. I have been quite satisfied with the quality of the refills. Go to PacificInk.com to check out their products. There may be some cheaper but the ink cartridges do not do as good of a job.
Don't do it if printer is under warranty. May void warranty.
Don't do it if you want to print pics. Colour not as vivid.
If you are just printing black, it is excellent.
they are ok but don't use same quality ink and will clog your printer after about 10/12 refills
Yes there ok, i think quality depends on the type of cartridge.
