Refill Ink Cartridges?

I go through a lot of ink with my printer, and recently when I was in several stores, such as Costco, Microcenter etc. I noticed that they offer ink cartridge refills. I use HP 75XL cartridge.

My First question is Can this cartridge be refilled?

Secondly, How is the quality of refilled ink?

Refilling ink cartridges is very risky. You never know the quality of the ink you are putting in. Some companies just sell the same ink for every printer but there is no question Epson ink is different than HP ink. Even if the ink works, you often run into a color matching problem. And even if that's okay there are even worse dangers which could destroy your printer. The bottom line is that cartridges are deliberately designed not to be refilled for very good reason and you bypass that at your own risk. If you want to save money, but brand new - not refilled or remanufactured - compatibles. For more details read http://www.ccs-digital.com/refills.aspRefill Ink Cartridges?
You'd better change the cartridges, don't refill them. If you refill them, the printer may not recognize the ink levels.

You can buy new compatible or remanufactured ink cartridges, which are cheap and good.

No doubt that the ink is fine but it is still expensive. I purchased a CISS for my Epson which paid for itself in a month. No more changing carts and running out of ink in the middle of a print job. Check out this site: http://www.inkproducts.com/ink-store/
